Bicycle and Pedestrian Safety bill – H.3172
A bill to require that motorists stop for pedestrians already lawfully in the middle of a marked, unsignalized crosswalk. Current law only requires motorists yield, not stop.
Vulnerable Roadway User bill – H.3173
A bill to require a motorist who has been charged with causing injury to a vulnerable road user (person walking, bicycling, or in a wheelchair) within the lawful right-of-way, to take an 8 hour defensive driving course. This is in addition to the current penalty of $100.
Electric Assist Bicycle bill – H.3174
A bill to bring South Carolina traffic enforcement into the fold with electric bicycle regulations, according to how they are manufactured. This bill would regulate electric assist bikes that are driven up to 20mph. It includes throttle driven bikes, operating within the roadway, and it does not enter into any regulations for off road electric bike usage, including off road trails of any kind.

Distracted Driving bill (H.3355), also known as the DUI-E (Electronic Devices) and Hands Free bill.
Complete Streets policy bill (H.3656), which would require SCDOT pass a complete streets policy with the goal of improving publicly funded highways in urban areas to provide safe and efficient accommodation for pedestrians, bicyclists, and transit riders.
